Special Inspection No. 99990001/90-007 l

On February 27, 1990 and April 4, 1990, Betsy Ullrich'of this office conducted a special safety inspection at the above address of activities formerly authorized by the above listed NRC license.

The inspection was limited to a

-review of the activities associated with the site field sampling and contain-ment of thorium drums.

In addition, the inspection examined the activities covered in your correspondence dated September 22, 1989 and October 9,-1989.

The findings of-the inspection were discussed with Mark Schwind and William flooper at the conclusion of the inspection.

This also refers to telephone conversations on various dates between Mark Schwind and Betsy Ullrich.

On February 26, 1990 field sampling activities began.

On February 27, 1990, the inspector observed the Allied Signal contractors perform soil sampling activities, including: plotting of the area to identify sample locations; 1

drilling of bore holes; surveys of soil in the split-spoon samples; and, the-removal, identification,:and transfer of soil samples. The inspector also toured the equipment decontamination facility. The procedures and equipment observed were as described in the approved, " Field Sampling and Analysis Plan."

Allied Signal and contractor representatives stated that they expected to complete both random and biased sampling in 4 to 6 weeks. Actual completion of the planned sampling by March 15 was confirmed in a telephone conversation.

-Analyses of samples continued after completion of the sampling.

During the inspection on April 4, 1990 the inspector observed implementation of the activities described in the licensee's, " West Bank Stabilization and Drum Containment Plan." Contractor employees were observed constructing a retaining wall of sheet metal pilings around the buried drums. The Allied Signal representative described the radiological safety training given to individuals working in the area of the thorium drums and the procedures used to prevent the spread of radioactive contamination.

The bank stabilization was completed within the week.

Within the scope of this inspection, no violations were identified.

'Bendix Division Based on various discussions, we understand the following:

(1) Allied -Signal--

is investigating several options for disposal of the thorium contained in drums near the stream banks; (2) Allied Signal plans that removal of the drums from the-stream bank will occur only af ter a disposal site is. identified and proper permits are obtained; and (3) analyses of samples are complete and that a report of the data analyses and a written evaluation of the data, including a proposal for further measurements, remedial action, and/or release of areas for unrestricted use will be submitted to this office in July or early August of 1990.

If any of our understandings are incorrect, please notify us in writing.

In accordance with Section 2.790 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the Public Document Room, No reply to this letter is required.
