MONTICELLO NUCLEAR GENERATING PIRiT Docket No. 50-263 License No. DPR-22 Permanent Plant Changes to Accommodate Equilibrium Core Scram Reactivity Characteristics he attached t sport uitled "Pemanent Plant Changes to Accommodate Ec.uilibrium Core Scram Reac-ity Chr.racteristics, January 1974" provides bases for adoption and implementation of the following proposed changes and modifi-k cations during the Sprag 1974 refueling outage.
1.
Installation of a Prompt Relief Trip System 2.
Replacement of spring safety valves with combination safety relief valves.
3.
Adoption of morc realistic control rod scram times in the Techrical Specifications.
This submittal is supplementa.y to the "Second Reload Submittal" dated Nove=ber 19, 1973 in that it 1,rovides reanalysis of all pertinent transients for a mir.ed core of 7 x 7 and 8 x 8 fuel and the proposed modifications.
C Also included in Appendix B of this submittal is a detailed discussion on the concept of Design and Operational Consenatism Factors (DCF/OCF).

The required Technical Specification changes will be formally submitted in the near future.
