Mr. A. Giambusso, Director Division of Reactor Licensing U S Nuclear Regulatory Comission Washingten, D. C. 20555

Dear Mr. Giambusso:

mXIICELLO NUCLEAR GEFEFATING PLuT Docket No. 50-263 License No. DPR-22 Licensee Event Report to the NRC Inoperable Hydraulic Shock Suppressor ,

ne Licensee Event Report for this occurrence is reproduced on the back of this letter.

In addition, two suppressors located on the HPCI system were found to be leaking oil. Inspection of the snubbers indicated that the leaks were caused by cut or defomed seals which apparently occurred during assembly of the suppressors. Also sand was found in the accumulators of the two suppressors which were on the HPCI system. These two suppressors and other suppressors originally purchased for installation associated with the addition of the four relief valves and the PRT System were sandblasted and repaintec prior to ship-ment to the site. It is believed that the sand entered the accunulator blocks during the sandblasting operation. Inspections of other snubbers that fit this category to-date, have revealed no detrinental effects. It is planned to renove a representative sample of this group of snubbers during the next refuel-ing cutage for detailed inspection.

Yours very truly, dz'd. '
