Gentlemen:
Monticello Nuclear Generating Appended statement to the letter of January 25, 1973, for the licensing hearing on the Monticello Nuclear Generating Plant.
THERMAL DISCHARGES A review of all the available data to October, 1974, still reveals no significant effects to the aquatic community have resulted from the operation of the Monticello Plant.
MIXING ZONE
" mixing zone" has now been defined and shown with The isothermal charts.
We are somewhat concerned about the potential problems this could lead to; however, as yet there seems to be no evidence of decreases in fish populations or harm to fish migrations in the Monuicello area.
The Depart-ment of Natural Resources will continue to monitor fish populations from Monticello downstream to the Elk River area.
i OPERATIONAL PROCEDURES Procedures for the gradual temperature decrease have been established when plants are shut down for scheduled mainten-Operational procedures for unscheduled shutdowns or ance.
" trip outs" have not been established.
It is my hope that psocedures can be worked out to protect fish in discharge areas during " trip outs".

POSTING OF NSP OWNED PROPERTY A new sign which was acceptable to both NSP, AEC, and DNR was designed and has now been posted in place of the
" KEEP OFF" signs.
In view of the aforementioned concerns and actions, this Depart-ment has no objections to the granting of a full operating license for the Monticello Nuclear Generating Plant to Northern States Power Company.
