Gentlemen: Monticello Nuclear Generating Appended statement to the letter of January 25, 1973, for the licensing hearing on the Monticello Nuclear Generating Plant.

THERMAL DISCHARGES A review of all the available data to October, 1974, still reveals no significant effects to the aquatic community have resulted from the operation of the Monticello Plant.

MIXING ZONE The " mixing zone" has now been defined and shown with isothermal charts. We are somewhat concerned about the potential problems this could lead to; however, as yet there seems to be no evidence of decreases in fish populations or harm to fish migrations in the Monuicello area. The Depart-ment of Natural Resources will continue to monitor fish populations from Monticello downstream to the Elk River area.

i OPERATIONAL PROCEDURES Procedures for the gradual temperature decrease have been established when plants are shut down for scheduled mainten-ance. Operational procedures for unscheduled shutdowns or

" trip outs" have not been established. It is my hope that psocedures can be worked out to protect fish in discharge areas during " trip outs". Such pre 4 lures could use 100 per-cent cloo sed' cycle operation to kee r warm water in the canal as long as possible in the winter or other alternatives that engineers and operations personnel can use acceptably.

Should there be any changes in discharge character, i.e., 6 ,

100% closed cycle, a re-evaluation of our conclusions con- i cerning the aquatic community would be necessary, possibly , '

based on additional studies.

FISH MORTALITY - INTAKE STRUCTURES Upon our request, the trasn basket was reconstructed into a sluice-way to provide free passage of fish back to the river.  ;

redesigned intakes not to be allowed. -

POSTING OF NSP OWNED PROPERTY A new sign which was acceptable to both NSP, AEC, and DNR was designed and has now been posted in place of the

" KEEP OFF" signs.

In view of the aforementioned concerns and actions, this Depart-ment has no objections to the granting of a full operating license for the Monticello Nuclear Generating Plant to Northern States Power Company.
