MONTICELLO NUCLFiR CENERATING PLANT DOCKET 50-263 LICESSE DPR-22 In reply to your recent DRO Bulletin No.74-10A, dated December 17, 1974 our position is that we have complete confidence in our November 9, 1974 inspec-tien of the 4-inch diameter bypass loops and its evaluation for Monticello Nuclear Generating Plant. ,

At that time we had ultrasonically examined all welds in the 4-inch bypass lecp to connly with your ERO Eulletin No. 75-10, dated September 19, 1974 Our inspection technique included the recording of the ultrasonic signais on analog strip chart. The strip charts provided permanent records that clearly show the location and amplitude of any discontinuity within the weld, as well as the calibration that was performed prior and after each weld inspection. (This permits a review and evaulation of the inspection '

without viewing the displav on the ultrasonic instrumenti.

In addition to the evaluation performed by the inspection team during the inspection, the inspection reports and strip charts were reviewed by an evaluation team, comprised of Northern States Power Company's and the inspection agency's GDT Level III examiner and an Authorized Code Inspector.

It is also appropriate to r.ention that two of your compliance inspectors were present and reviewed our inspection program.

At that tire our evaluation ohawed no unacceptabic indications. To comply l with your request we reevaluated the results and found the original results valid in all respects.
