SUPPLEMENTAL SAFETY EVALUATION REPORT NO. 1 ON SQUG GENERIC IMPLEMENTATION PROCEDURE, REVISION 1-.

Since the issuance of the staff Generic Safety Evaluation Report (GSER) dated July 29, 1988, for USI A-46', there has been considerable progress in the development of technical criteria and procedures, as well as some' revisions-to the licensing issues.

The Seismic Qualification Utility Group (SQUG) has~

incorporated parts of the progress and the changes into the Generic Imple-I mentationProcedure(GIP), Revision 1,datedDecember1988.

The NRC staff has completed the review of the GIP, Revision 1.

Our Supplemental Safety. Evaluation Report (SSER) No. 1 is enclosed. Due to the significant progress made after the GIP, Revision 1, was submitted, some of the information

. provided in-Part II of the GIP,. Revison 1, became obsolete.

Because a complete evaluation of Part II would not be fruitful,~ the enclosed SSER No. I addresses only the staff's evaluation and positions on the issues of a more generic nature that are contained in Part I of the GIP, Revision 1.

This evaluation is provided in Enclosure 1.

The staff requests that the SQUG incorporate the staff positions described in

! and incorporate any additional resolutions of the remaining open issues into the forthcoming GIP, Revision 2.
