1) ST llL AE 3283, dated February 1,1990 The reference letter requested amendment of the South Texas Project Unit 1 (NPF 76) and Unit 2 (NPF 80) Licenses to allow extended allowed outage time (A0T) and surveillance test intervals (STI) for 22 Technical Specifications based on a probabilistic risk analysis (PRA).

The purpose of this letter is to withdraw four requests submitted in the proposed Technical Specification changes.

Although IIL&P may resubmit these requests in the future, based on discussions with the staff, HL&P believes that their withdrawal will assist in

-expediting the review and approval of the referenced submittal. Accordingly, HL&P hereby withdraws the request for amendment of the Technical Specification changes listed below from the referenced request for amendment.

those withdrawn. A revised table is attached. The overall impact of increasing the A0T and STI for the remaining Technical Specification changes is to increase core damage frequency by approximately 5.2% rather than the estimated 69% for a1,1 previous changes requested.
