NRC INSPECTION REPORT 50-498/93-47; 50-499/93-47

This refers to the special inspection conducted by Dr. D. Blair Spitzberg and
Mr. Jack Keeton during the period November 17-19, 1993. The inspection
included a review of activities authorized for your South Texas Project
Electric Generating Station facility. At the conclusion of the inspection,
the findings were discussed with you and those members of your staff
identified in the enclreed report.

Areas examined during the inspection are identified in the report and include
.
an evaluation of your emergency accountability capabilities during the day
j
shift hours to determine whether previous weaknesses in this area have been
_
corrected. Within these areas, the inspection consisted of selective
'
examination of procedures and representative records, interviews with
!
personnel, and observations by the inspectors. The inspection findings are
!
documented in the enclosed inspection report.

Unresolved Item 50-498/9325-02; 50-499/9325-02 identified in NRC Inspection
Report 50-498/93-25; 50-499/93-25 dated August 24, 1993, concerned your
capability to perform emergency accountability of onsite personnel during the
day. shift within the time criteria specified in NUREG 0654 and the Emergency
'
Plan. During a series of recent drills conducted prior to the August
{
inspection, your evaluators had deemed the results unsuccessful and had
'
identified weaknesses in your capabilities to perform emergency accountability
in a timely manner during the day shift.

During this inspection, the inspectors evaluated a day shift accountability
l
drill and reviewed other recent drill results and corrective actions in this
i
I
area.
Based upon this review, the inspectors concluded that Unresolved Item
50-498/9325-02; 50-499/9325-02 is resolved and closed.
In accordance with
10 CFR Part 50, Appendix E.IV.F.5, the previous weaknesses identified in the
area of accountability have been corrected. Further, the inspection confirmed
,
that you have the capability to perform personnel accountability in a timely
,
manner during day shift hours.
