NUCLEAR REGULATORY COMMISSION WASHING TON, D. C. 70555 Af)Gp-1M MEMORANDUM FOR:

U.S. JCCCNRS Working Group Leaders WG-1 E. Butcher, NRR WG-2 A. Thadani, NRR WG-3 L. Shao, RES WG-4 P. Madden, NRR u

WG-5 D. Ross, AE00 i

SUBJECT:

' REVIEW AND DISPOSITION OF JCCCNRS WORKING GROUP DOCUMENTS We have reviewed the most efficient way to assure proper record retention of JCCCNRS-related documents by the NRC.

As a result of that review, we have delivered all available documents previously accumulated for meetings to the Agency's Nuclear Documents System (NUDOCS) for backfitting by early fall 1990.

By placing them in the NUDOCS (1) a copy will be placed in the Public Document Room (PDR), unless otherwise noted; (2) a set of mierefiche will be made; and (3) the originals will go to NRC Central Files as the iffjslalille for the s

JCCCNRS.

l The enclosed " Listing of Documents" includes many translations and other re orts for your Working Group which have already been sent to NUDOCS for ba kfitting.

Please review this listing for completeness and ?et Anna May Haycraft (x20337) of my staff know by August 20 if you have any additional documents which you want placed in NUDOCS/CF. A listing of documents received from Jim Clifford, EDO, a listing from the Soviet files in i

l GPA/IP, and any additional documents suggested by your Working Group will be l

sent for backfitting later this year.

We have established a special JCCCNRS file in.the PDR. All documents intended for the PDR should be sent through NUDOCS and marked:

"PDR (REV GP NRG USUSSR-General)" or "PDR (REV GP NRG USUSSR-Working Group

)."

The PDR cannot accept proprietary, copyrighted, or untranslated foreign documents.

(Note: Historic NRC-Soviet Union documents unrelated to JCCCNRS Russian files are kept in the PDR under Review Group U.S./U.S.S.R. under CFIA-1-4 in chronological order.)

We have also established a special JCCCNRS file in Central Files.. All documents intended for Central Files should be sent through NUDOCS marked:

$N0h N R

PDR

JCCCNRS WG Leaders 2

4 "CF1-4-1-JCCCNRS General or Working Group The Agency Central File has agreed to keep proprietary, copyrighted, or untranslated foreign documents which cannot go through NUDOCS, All known untranslated Russian documents to this date have already been placed in Central Files.

(Note: Historic NRC-Soviet Union documents unrelated to JCCCNRS Russian files are kept in the Central File under CF1-A-1-4 General in chronological order.)

This proposal should assure proper official record retention of JCCCNRS documents, eliminate duplication of documents, and eliminate retention of documents in your working areas after you have finished with them.

We will _need your cooperation in the future to assure complete official files.

Yhen you receive any untranslated documents from the Soviets, please provide them to my staff for coordination of translation. After the translations are completed, we will place the original in NUDOCS, ) lace the original Russian documents directly into Cential Files, and make tie necessary distribution of the documert to the appropriate Working Group Leader (s) for use and eventual disposal when the project is completed.

Please be certain all documents are marked with the appropriate Working Group number.

When you directly receive-English-translated documents or initiate U.S.

correspondence regarding your Working Group,

)1 ease mark them for NUDOCS, PDR, and Central Files, as indicated earlier, and se sure to send my staff a copy.

Please call Anna May Haycraft on x20337 if you have any questions, need any assistance, or cannot respond to the review of " Listing of Documents" by August 20.

Nd er, Senior Project Manager (U.S.-Soviet Cooperation) om Intern ~ ional Programs, GPA S'JBJEC11 REVIEW AND DISPOSITION'0F JCCCNRS WORKING GROUP DOCUMENTS We have reviewed the most efficient way to assure proper record' retention of JCCCNRS-related documents by the NRC.

As a result of that review, we.have delivered all available documents previously accumulated.:for meetings to the Agency's Nuclear Documents System (NUDOCS) for-backfitting by early. fall.1990.

By placing them in the NUDOCS (1)'a copy will.be placed in the Public Document

-l Room (PDR),. unless otherwise noted; (2) a set of microfiche will be made;:and.

(3) the originals-will_ go to NRC Central Filesias the officialL.f_i]a for the-1 KCCNRS.

3 The e elosed " Listing of Documents" includes many translations and other.

reports for your Working Group which have already been sent.to NUDOCS for backfitting.

Please review.this l_isting for completeness and let Anna May Haycraft (x20337). of my, staff know by August 20 if you have.eny additional documents which you want-placed in-NUDOCS/CF. ALlisting of:

documents received from Jim Clifford,: EDO,- a listing from the Soviet files in GPA/IP, and any additional documents. suggested by-your, Working Group will be-sent for backfitting later this year.

We have establ.ished ai special'JCCCNRS' file in the PDR.; All: documents. intended for the PDR ~ should-be'sent through NUDOCS and marked:

(Note:

Historic NRC-Soviet Union documents unrelated to ICCCNRS Russian files are kept in the Central File under CF1-A-1-4 General in chronological order.)

This proposal should assure proper official record-retention of JCCCNRS documents, eliminate duplication of documents, and eliminate retention of, documents in your working areas after you have finished _with them.

Wa will need your cooperation in the future to assure complete official-files.

When you receive any untranslated documents from the Soviets, please provide

.i them to my staff for coordination of. translation. After the translations' are completed, we will place the original. in NUDOCS, ) lace the original ~ Russian documents directly into Central Files, and make tie necessary distribution of the document to the appropriate Working Group Leader (s) for use and eventual-dis aosal when the project is completed.. Please be: certain all documents are mar (ed with the appropriate Working Group number.

When you directly receive English-translated documents or initiate U.S.

correspondence regarding your Working Group,
