ERRATA Two typographical errors on page 4 of our Memorandum and Certifica-tion dated August 9, 1982, shall be corrected as follows:

line 17, "Licnesees" shall be changed to read " Licensees" line 18, insert the word "we" between "that" and "do", to read "a result that we do not believe the Comis-sion intended."
