NRC CONCURRENCE WITH SEQUOYAH UNIT 2 RESTART This letter documents the telephone conversation on October 18, 1993, between Mr. R. A. Fenech, Sequoyah Site Vice President, and members of the NRC which included the Region II and Office of Nuclear Reactor Regulation concerning the restart of Sequoyah Unit 2.

At approximately 8:47 p.m., based on unanimous agreement of the NRC staff participants in the phone call, I concurred that TVA could proceed to Mode 2 on Sequoyah Unit 2 subject to resolution of the reactor head vent leaking isolation valves, resolution of the excess hydrogen leakage from the main generator, and resolution of additional activities re garding the body to bonnet leakage on two main feedwater check valves.

We also understand that you will obtain NRC concurrence prior to exceeding 30

+/- 10 percent to facilitate the NRC's independent assessment of the site's readiness for further progression and continued operation.
