This letter constitutes a final report concerning the subject defi-ciency, initially reported to the Commission on May 10, 1982, under the requirements of 10CFR50.55(e).

As stated in our previous report, QA-1798, dated June 2, 1982, Catalytic, Inc., a contractor at the Zimmer Plant, was preparing to initiate field modifications which resulted from a re-analysis of the Control Rod Drive (CRD) System. This re-analysis was required by the lack of consideration of hydrodynamic transient loads in the original design; this particular deficiency was previously reported to the Comm-ission as Item M-32 under 10CFR50.55(e).

Catalytic discovered and subsequently notified CC&E of nonconforming conditions on the supports for the CRD piping. CC&E performed a field walkdown of approximately 10% of the installed supports and found the fabrication and welding to be in noncompliance with the requirements of the Sargent & Lundy (S&L) design specification H-2832.

CG&E also re-viewed the fabrication and installation records supplied by Reactor Controls, Inc. and discovered that the supports were not fabricated or installed under a Quality Assurance Program conforming to the 18 point criteria of 10CFR50 Appendix B or the requirements of S&L Design Specification H-2832.

Keppler Regional Administrator Region III July 21, 1982 - QA-1880 Page 2 CG6E and S&L have completed an inspection of the installed hangers and supports and have determined that all of the associated welds are unacceptable and must be replaced or discounted. The replacement will be accomplished by either of the following methods:

1.

The existing weld will be removed in its entirety and rewelded in accordance with the design specification.

2.

The existing weld will be totally discounted in all design calculations and replaced by gusset plates designed to carry the loads.

The use of either of these approaches will be based on the economics of making the repairs and configuration of each hanger or support. When this effort is completed, the as-built drawings will reflect, for record purposes, which fix was utilized at each welded connection. This work will be completed prior to fuel load.

We trust the above will be found acceptable as a final report under 10CFR50.55(e).
