Dear Mr. Keppler:

This letter, telecopied to your office, is intended to satisfy the requirement for prompt notification of a Reportable Occurrence in accordance with Specification 6.11.2.a of the Duane Arnold Energy Center Technical Specifications.

Technical Specification paragraph (s) violated:

Description of Occurrence:

During plant startup while performing surveillance testing, the recirculation pump and jet pump flow instrumentation indicated a flow imbalance between the two recirculation loops.

The sixteen jet pumps were declared inoperable. As required-by Technical Specification 3.6.E.1, an orderly shutdown to cold conditions was initiated.
