Dear Ms. Hiatt:
s Your letter of July 29, 1982, questioned whether Appli-cants are arguing that Issue No. 1 excludes OCRE's potassium iodide contention.
At the.Special Prehearing Conference, Applicants did not object to the admission of OCRE's potassium iodide contention.
The NRC Staff did object to the contention by citing a letter from the Commission.
However, the Special Prehearing Confer-ence Memorandum and Order rejected the Staff's argument, and specifically admitted the potassium iodide contention.

In light of this history, Applicants are somewhat puzzled by your letter.
Applicants would hope that OCRE is not using the letter as an unauthorized reply brief in the guise of a letter addressed to Applicants.
Be that as it may, Applicants have not changed their position on the potassium iodide con-tention.
