Millstone Nuclear Power Station, Unit Nos. 1, 2, and 3 Reply to a Notice of Violation This letter transmiti Northeast Nuclear Energy Company's (NNECO) respge to the Notice of-Violation transmitted by letter dated October 3,1990, but

.not received until October 19, 1990, concerning physical security and routine safeguards inspection conducted: at the Millstone Nuclear Power Station.

In accordance with telephone calls on October 18 and 19,1990, with members of your Staff, the letter distribution anomaly _was resolved and the response time allowance was extended to 30 days from our receipt of the letter.

Pursuant to the provisions'of 10CFR2.201, NNECO is hereby submitting our written statement and explanation within 30 days of the receipt of the letter which transmitted the' Notice of Violation.

Attachment I to this letter is' NNECO's " Reply to the Notice of Violation."

The attachment to this letter contains safeguards informatter in accordance with 10CFR73.21(b) and, as such, NNECO requests that the attached information be withheld from public disclosure pursuant to 10CFR2.790(a).
