=the Hi-Range Noble Gas Monitor be in service at all times.

1) either. restore the inoperable channel (s) to Operable status within 7 days of the event, or 2) prepare and; submit a Special. Report to the Commission pursuant to l
l Specification 6.9'3 with 30 days following the event outlining.the j

. action taken, the'cause of the inoperability and the plans and j

' schedule for restoring the system to Operable status.-
-This letter provides this Special Report.
-l On October 24, 1990, the lil Range Noble Gas Monitor was removed from service I
to implement modifications associated with the Big Rock Point Safety
. Parameter' Display System. This was due to the fact that common power supply l
had to be removed from service to provide workmen's protection during=

. Big _ Rock Point Plant Special Report November 14, 1990 Per the requirements of the Specification, the preplanned alternate method was initiated on October 25, 1990.
Following completion of the modification the 111 Range Noble Cas Monitor was returned to service on November 5,1990.
The safety significance of this event was null because the plant was in a Refueling Outage with all the fuel removed from the reactor.
