MILLSTONE NUCLEAR POWER STATION, UNIT 1 - INSERVICE TESTING PROGRAM RELIEF REQUESTS FOR PUMPS AND VALVES (TAC N0. M87231)

By lettcr dated August 16, 1993, Northeast Nuclear Energy Company (NNECO) provided the NRC staff with their resolution of the outstanding items r

regarding the Inservice Testing (IST) Program at Millstone Unit 1.

By letter dated February 18, 1993, the staff issued its safety evaluation in response to NNEC0's submittal of Revision 5 of the Millstone Unit 1 IST Program and associated relief requests.

In the NRC's February 18, 1993, safety i

evaluation, the staff requested NNECO to provide additional information for several of the relief requests. NNEC0's August 16, 1993, submittal provided resolution of the outstanding items regarding Revision 5 of the Millstone Unit 1 IST Program. The staff's review of NNECO's submittal is provided in the.

enclosed safety evaluation.

The Code of Federal Regulations,10 CFR 50.55a, requires that inservice testing of certain ASME Code Class 1, 2, and 3 pumps and valves be performed in accordance with Section XI of the ASME Boiler and Pressure Vessel Code and applicable addenda, except where relief has been granted or proposed alternatives authorized by the Commission pursuant to 50.55a(f)(6)(1),

(a)(3)(i), or (a)(3)(ii). Guidance on acceptable alternatives to Section XI requirements was provided in Generic Lett2r 89-04, Guidance on Developing Acceptable Inservice Testing Programs, for certain aspects of IST.

The staff concludes that relief as evaluated and modified in the enclosed safety evaluation will provide reasonable assurance of the operational readiness of the pumps and valves to perform their safety-related functions, provided NNECO makes the applicable modifications described in the relief requests during refueling outages 14 (1994) and 15 (1996).

Relief Request V-12 is not required to verify closure of the applicable valves by the proposed method.

Depending on whether an exemption from 10 CFR Part 50, Appendix-J is received, the relief request should be deleted or modified at a later date.
