t During an NRC inspection conducted on November 3-5, 1993, a violation of.NRC l

requirements was identified.

In accordance with the " General Statement of j

Policy and Procedure for NRC Enforcement Actions,"' 10 CFR Part 2, Appendix C,

~l the violation is listed below:

i The University of Missouri-Rolla, Technical Specifications (TS) 6.3 states j

that the reactor starf shall utilize written procedures for the startup, j

operations and shutdown of the reactor.

i SOP-103, Reactor Startup Procedure, step h., says to observe the period l

recorder for the indication that it is within its operating range.

j Contrary to the above, on October 26, 1993, a licensed reactor operator failed i

to observe the reactor period meter or period strip chart recorder during the startup and operation as required by procedure.

7 This is a Severity Level IV violation (Supplement I).

l The inspection showed that steps had been taken to correct the identified

violation and to prevent recurrence. Consequently, no reply to the violation I

is required and we have no further questions regarding this matter.
