Rulemakings and Adjudications Staff, My family and I enjoy the Hudson River and have boated past the Indian Point Nuclear Power Plant quite a few time over the years. I am very concerned about the decommissioning. We need to oversee the entire process and I believe Holtec is not the right company to work with as they have a shady past.

There must be another decommissioning company that can be looked into for the project.

The NRC should reject Holtec's proposal for Indian Point.

As it appears Holtec does not know enough about the scope of the work to be done and therefore cannot accurately gauge the cost of its activities when it does not know what needs to be done. For example, their proposal does not mention the Algonquin Pipeline, within the site Without properly considering the pipeline, how can Holtec take the necessary steps to minimize the risk of potential pipeline explosions.

Similarly, the tasks included in the proposal are too vague. For example, more details are needed for transporting the large components.

The lack of information makes it impossible to figure out what Holtec intends to do. Accurate safety considerations and cost estimates are needed too In addition, more details are needed on how Holtec's will address the known radioactive groundwater contamination on-site.

Also Holtec only proposes removing above ground structures to a depth of 3 feet and proposes abandoning the circulating water intake structures and discharge structure in place. This would leave the site unusable for many uses.

The decommissioning trust fund must be monitored closely. Perhaps NYS should be in charge of the money distribution. What over site is in place to keep Holtec from draining the fund or using the money for other purposes.

Also, Holtec limits its own risk if funding runs out through the use of limited liability subsidiaries with no assets. Holtec has everything to gain and nothing to lose, by shifting all risk onto the public.

The taxpayer takes and the risk and Holtec walks away with the trust fund.

I urge you to reject this unacceptable Proposal and look for other companies to do the decommissioning of Indian Point.
