RE0 VEST FOR ADDITIONAL INFORMATION ON " STEAM GENERATOR TUBE SLEEVING METHODOLOGY" TECHNICAL SPECIFICATION AMENDMENT AT BYRON AND BRAIDWOOD STATIONS (TAC NOS. M87229, M07230, M87227, AND M87228)
By letter dated August 13, 1993, you submitted a request to amend Technical.
Specifications 3/4.4.5, " Steam Generators," to allow sleeving of defective steam generator tubes at Byron and Braidwood Stations.
You requested the'NRC to review two different methods of sleeving as described in the reports provided by Westinghouse and Babcock and Wilcox.
Based on our review of your submittal, and a subsequent phone call on November 24, 1993, we have determined that we need additional information to continue our review.
The enclosed list of questions identifies the information we need.
Please review these questions and submit your response within 30 days of the receipt of this letter.
The staff requests your prompt response to these questions in order to support your requested date for completion of this review.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

The report covers Westinghouse Model "D" steam generators (SG); however, the bounding conditions in the Westinghouse report (WCAP-13698,
[
Revision 1, page 3-22) are different than Babcock and Wilcox's (B&W)
(page 4-4).
Do the conditions stated in the report bound the conditions at Byron and Braidwood?
2.
There is a change in the postweld heat treatment (PWiiT) which may require re-qualification. This issue must be addressed.
Questions pertaining to WCAP-13698, Revision 1, " Laser Welded Sleeves For 3/4 I
Inch Diameter Tube feedring-Type And Westinghouse Preheater Steam Generators":

The staff understands that only the following portions of the Westinghouse generic sleeving report will be reviewed. Other data in the report may be used to enhance the " level of confidence" with the processes.
i a.
Tube support laser welded joints, lower tubesheet laser welded joints, and hybrid expansion joints; i
b.
sleeves located in the tube support, straight free span, and i
tubesheet regions of the SG, the elevated tubesheet region is discussed in item 5. below; sleeves that satisfy ASME SB-163, UNS06690, thermally treated, high c.
yield strength tubes, with.038-inch minimum (or nominal) wall thickness; d.
sleeves attached to tubes that satisfy ASME 58-163, UNS06600, I
thermally treated,.043-inch nominal wall thickness-i e.
the Nd:YAG laser welding process with the conduction limited weld (CLW) or continuous molten pool weld (CMP) technique.
Please discuss in more detail the technique that will be used and, if necessary, include photo-micrographs; and f.
sleeving followed by a postweld heat treatment.

Please provide a summary of experience associated with the above conditions / variables.
This background information is useful and will improve the " level of confidence" with the processes.

Present a flow diagram, matrix, or table showing how Westinghouse addressed, specifically Byron and Braidwood, technical aspects of sleeving and where the supporting data is in the report.
Identify when the justification was supported by 7/8-inch diameter or 3/4-inch diameter tubing.

Why are the numbers in Table 3-18 from WCAP-13698, Revision 1, substantially different than the numbers in Table 3-17 from WCAP-13483, Revision 17 An example of a sample calculation with an explanation is sufficient.
5.
What is the advantage /need in using an elevated tubesheet sleeve? This is a new condition to the evaluation of sleeves.
a.
What evaluation has been performed on a roll expanded joint within the tubesheet?
b.
What is the minimum expansion length of the sleeve (the effective-ness of the joint)?
c.
What examination will be conducted to verify that the tube is not already degraded under the expanded joint?
d.
What data is available to show eddy current capabilities to monitor this location?
e.
What effect would the heat-sink characteristics of the tubesheet have on PWHT7 6.
To determine the sleeve plugging limit, the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessc1 Code (Code) design criteria should be used.
Please provide a set of example calculations for normal, upset, and accident conditions and a table like Table 3-19, page 3-30.
7.
On page 3-13, the quoting of IWB-3521.1 as justifica: ion for the sleeve plugging limit is not appropriate.
10 CFR 50.55a(b)(^)iii applies.
Please provide the appropriate plugging limit for insertion to the TS based on item 6. (above) and plant specific calculations.
