Task Order No. 02, entitled " Systems Analysis, Planning, and Baseline Design" under Contract No. NRC-33-90-178 In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No. 02.
This effort shall be performed in accordance with the enclosed Statement of Work and the Contractor's proposals for this Task Order No. 02 dated October 10, 1990, as amended by faxes dated October 11, 1990, October 16,1990 (twice), October 18, 1990, and October 19, 1990.
Task Order No. 02 shall be in effect from October 29, 1990, through April 28, 1991, with a total estimated cost, base fee, and award fee pool of
$402,014.00.
The amount of $370,519.00 represents the total esti.nated reimbursable costs, the amount of $9,264.00 represents the base fee, and the amount of $22,231.00 represents the maximum award fee pool available.
This Task Order is fully funded in the amount of $402.014.00.
When and if the amount (s) paid and payable to the Contractor hereunder siali equal the obligated amount, the Contractor shall not be obligated to continue performance of the work ur'less and until the Contracting Officer shall increase the amount obligated with respect to this task order.
Any work undertaken by the Contractor in excess of the obligated amount specified above is done so at the Contractor's sole risk.
The Contractor shall comply with the provisions of FAR 52.232 iimitation of Cost for this fully funded task order.
The subcontractor (Network Solutions, Inc.) rates are based on their current provisional rates approved by the DCAA.
Their rates are subject to review in the event the cognizant DCAA approves their latest ccst submissions.

SYSTEMS ANALYSIS. PLANNING. & BASELINE DESIGN A:
BACKGROUND The Nuclear Regulatory Commission (NRC) is currently dispersed throughout~
l the Washington metropolitan area in approximately 10 buildings located in~
l Bethesda and Rockville, Maryland. In addition, NRC' has five regional-offices located.in King of Prussia,' Pennsylvania; Atlanta, Georgia; Glen Ellyn, Illinois; Arlington; Texas; and walnut Creek, California. There is.a training center in Chattanooga, Tennessee and a field office in Denver, Colorado. NRC also maintains communications with power reactor sites,' the _ National: Institutes of Health (NIH),
several National laboratories, and other organizations to-accomplish its mission.
NRC has many autonomous systems:and networks which include ~different hardware and = software configurations to satisfy. requirements :for different elements of t
the Agency..
Additionally, a mixture of telecommunications pathways exist between and among the installed base.. computers and 5520. central word processing units. The major part of the network is the Autodial Network System (ANS)-which. serves much of the user community. Those units now on the.ANS or,those needing'to connect with computers not a -destination ; on the-ANS must ' utilize.either the Federal Telecommunications System (FTS) or commercial lines. The telecommunications arena includes a variety of multiplexors, protocol converters, wiringitopologies,;and media types and modem equipment.

PURPOSE The purpose'of this task order is to (1). review; analyze, and understand components and documents on -the current NRC network. environment ^ and provide a detatied discussion of NRC's ' requirements 4 for ~ replacing ' the IBM: 5520,. IBM

Line Design document. This document defines a proposed technical. solution to satisfy the functional requirements contained in the Requirements' Report. The.
Base Line Design document shall include a detailed list of hardware, software-and telecommunications components required for. neu.as' well as upgraded-components. This list shall include equipment such as network operating system, 1
bridges, gateways, routers, cable systems, workstations, workstations equipmenti
