Dear Mr. DeLaBarre:

Attached is a letter from Westinghouse Electric Corporation, dated I

November 9,1993, requesting an amendment to pending export license application XCOM1047.

The applicant requests that the ultimate countries be changed from Hungary and the Soviet Union to Hungary, Armenia, Russia and the Ukraine and that the ultimate end use should state that the mechanical plugs will be installed in civil nuclear powe plants located in those countries.

The 20,000 mec....j u plugs requested for export under this application should be divided as follows: Armenia-5,000; Russia-8,000; Ukraine-6,500; and Hungary-500.

The applicant has an immediate opportunity to provide mechanical plugs to the intermediate consignee (see their 8/7/91 letter) for possible installation in the Armenia Nuclear Power Plant Uaits 1 & 2 and requests that DOS pursue obtaining j

assurances from the Armenian government.

1 Westinghouse requests that the quantity of mechanical plugs identified in the eviginal application be divided as follows:

Armenia

- 5000 mechanical plugs Russia

- 8000 mechanical plugs Ukraine

- 6500 mechanical plugs l

Hungary 500 mechanical plugs 4

At this time, Westinghouse has an immediate opportunity to provide these mechanical plugs to INETEC (ref. letter WSH-91-170 for amendmant 1 to XCC.M 1047) for possible installation in Armenia Nuclear Power Plant Units 1 & 2.

INETEC is currently performing an eddy current inspection at these Units, which inspection should identify whether or not the mechanical plugs are required to be installed.

We respectfully request the state Department to pursue obtaining appropriate assurances from the Armenian government to enable U.S. Government approval of this
