Rulemakings and Adjudications Staff, The NRC should reject Holtec's PSDAR for Indian Point since a cursory overview shows that Holtec has no intention of engaging in expensive safety measures unless it is fully reimbursed by the government. It plans to do a slap-happy, by-the-seat-of-the-pants shut-down and clean up without securing the safety of ground water, soil, and populated areas in the vicinity. Holtec obviously intends to operate without impunity and shift liability to the taxpayers.
