Dear Mr. DeLaBarre:
Enclosed is a letter from Westinghouse Electric Corporation dated November 16, 1993, regarding their November 9 request to amend export license XR069 to authorize the export of a reactor vessel head to the Ringhals 11 reactor in Sweden. Westinghouse had scheduled shipment of the reactor vessel head for November 21 and had requested U.S. Government assistance in expediting their request for an amendment. However, on Novembe 12, Westinghouse was advised by Vattenfall AB Ringhals that they intended to repair the existing reactor vessel head at Ringhals 11 rather than purchase one from the U.S.
Westinghouse advised that Vattenfall may choose to order a replacement reactor i
vessel head in the future, and has, therefore, requested that the amendment request remain an open item for the time being.
Inasmuch as Westinghouse paid a 55,300.00 licensing fee to cover the requested amendment, we are agreeable to leaving the request open.

Amendment Request to XR069
Dear Ms. Wright:
My letter of November 9,1993 requested that the NRC amend XR069 and add a " reactor vessel head" as an item authorized for export. We were advised on Friday, November 12,1993 that the customer, Vattenfall AB Ringhals, had opted to repair the existing reactor vessel head at Ringhals 2 rather than purchase one from Westinghouse.
Vattenfall may, however, chose to order a replacement reactor vessel head in the future. Accordingly, we are requesting the NRC to maintain our amendment request as an open item for the time being.
Enclosed is a check for $5,300.00 covering U. S. Government activities which have taken place to date.
Our thanks to the U. S. Government for its help in expediting our request.
