In the letter, MECO provided a schedule for revising plant procedures to implement the changes to the Millstone Unit No. I In-Service Testing (IST) program. The commitment dates were based on our understanding that the Staff would be providing concurrence to utilize por-tions of ASME/ ANSI OH 6 and OH-10 by January 31, 1990. NNECO discussed our intent to use ASME program with the NRC Project Manager on/ ANSI OH-6 and OH-10 in our revised-IST several occasions. However, it.is our understanding that the Staff is unable to approve use of OM 6 and OM-10 at this time. Revision 4 of its IST arogram, adapted to the range of hydraulic parametersIn and vibration amplituces depicted in the latest NRC-approved version of ASME Section XI, Article IWP, rather than using OM-6. Since ASME/ ANSI OM '~ meets or exceeds the requirements of Article IWV, NNECO has' opted to utili portions of OH-10 in the Revision 4 IST program. have indicated this approach would resolve the issue. Conversations with the Str Accc-dingly, Millstone Unit No.1 commits to the' following implementation dates for the Revision 4 IST Program: 1. Revised or new procedures required for cold shutdown / refueling outages will be completed and implemented by March 1,1991 (in support of the 1991 refueling outage).
