, SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 86 TO FACILITY OPERATING LICENSE NO. NPF-fl ILLINOIS POWER COMPANY. ET AL.
CLINTON POWER STATION. UNIT NO. 1 DOCKET NO. 50-461
1.0 INTRODUCTION
By letter dated June 18. 1993, the Illinois Power Company (IP, the licensee) requested an amendment to Facility Operating License No. NPF-62 for the Clinton Power Station (CPS).
The proposed amendment will change Technical Specifications (TS) 6.2.3.1, " Independent Safety Engineering Group (ISEG)
Function;" 6.2.3.4, "ISEC Records;" 6.4.1, " Training;" and 6.5.2.2, " Nuclear Review and Audit Group (hRAG) Composition." The proposed editorial changes reflect administrative / organizational changes which occurred at CPS. The proposal also corrected a position title from " Director - Nuclear Training" to
" Director - Operations Training."
2.0 EVALUATION The proposed changes revise CPS TS involving the administrative / organizational changes which have occurred at CPS.
The licensee is proposing the following changes:
1.
TS 6.2.3.1, " Independent Safety Enginearing Group (ISEG) Function," and 6.2.3.4, "ISEG Records": The ti'les ' Manager - Licensing and Safety" and " Director - Nuclear Safety" ce being replaced with the title
" Manager - Nuclear Assessment" to reflect the reassignment of the ISEG.

TS 6.4.1, " Training": The position title " Director - Nuclear Training" is being corrected to " Director - Operations Training."
3.
TS 6.5.2.2 " Nuclear Review and Audit Group (NRAG) Composition": Within this section, the following sentence is being deleted:
" Senior representatives from Nuclear Station Engineering, Quality Assurance, Plant Staff, Licensing and Safety, and Nuclear Training shall be members of the committee."
The staff's review of the licensee's proposed changes notes the following 1.
TS 6.2.3.1, " Independent Safety Engineering Group (ISEG) Function" and 6.2.3.4, "ISEG Records": CPS has restructured the Licensing and Safety department. The title " Licensing and Safety" has been revised to

O " Licensing." Certain positions and/or functions within the department are being eliminated or relocated to other areas / departments of the CPS organization. The restructuring caused the positions of " Manager -
Licensing and Safety" and " Director - Nuclear Safety" to be eliminated.
" Quality Assurance" department has been renamed the " Nuclear Assessment" department.
The title " Nuclear Assessment" reflects an expansion in the scope and responsibilities of this department. The ISEG has been reassigned to the Nuclear Assessment department and will now be reporting to the
" Manager-Nuclear Assessment."
ISEG previously made recomendations to the Manager - Licensing and Safety, and the Director Nuclear Safety.
The organizational changes eliminated those positions. Therefore, TS 6.2.3.1 and 6.2.3.4 have been revised to delete the references to the Manager - Licensing and Safety and the Director - Nuclear Safety and replaced those positions with a reference to the Manager - Nuclear Assessment.

TS 6.4.1, " Training": This is an editorial change and is used to correct the reference to a particular job title. Specifically,
" Director - Nuclear Training" should be referred to as " Director -
Operations Training." None of the current duties, responsibilities, or required qualifications for this position are affected by this change.
This change is not related to the current reorganization at CPS.

TS 6.5.2.2, " Nuclear Review and Audit Group (NRAG) Composition": The licensee has proposed deleting the sentence stating that senior representatives from specific departments would be represented on the NRAG. The justification for this change was that 1) referencing ANSI /ANS 3.1-1978 provided the education and experience requirements for the NRAG members and 2) deletion of specific department names would preclude the need to seek technical specification changes following future reorganizations. As stated in the Updated Final Safety Analysis Report, the NRAG functions in accordance with a written charter which, in part, delineates comittee composition. A review of the NRAG charter states that NRAG membership will be comprised of senior, experienced Illinois Power management and supervisory personnel augmented by competant consultants as approved by the NRAG Director. The staff believes that the NRAG charter adds additional substance to the comitment to ANSI /ANS 3.1-1978 and provides assurance that senior, well qualified individuals will be members of this comittee. Since the proposed change will not impact the function or effectiveness of the NRAG, the staff finds this proposed change acceptable.
The staff has reviewed the proposed changes and find them acceptable for the reasons cited.

3.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Illinois State official was notified of the proposed issuance of the amendment. The State official had no comments.
4.0 ENVIRONMENTAt CONSIDERATION This amendment changes recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth f 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b), no environmental inut, statement or environmental assessment need be prepared in connection with..e issuance of the amendment.
5.0 [0NCLUSION The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, i
and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
