Exemption Request For Receipt Of Fresh Fuel Assemblies Westinghouse hereby requests permission to receive and store fresh fuel assemblies shipped from the General Electric facility in Wilmington, NC as specified in this letter.

Westinghouse is storing this fuel on site in support of business considerations of General Electric and plai.o no processing or handling of the material unless specifically required by regulations or an unforeseen emergency.

The subject of this request involves a maximum of 250 Model RA2/RA3 shipping packages licensed under NRC Certificate of Compliance 4986.

Each of the RA packages contains two low enriched (5% or less) fresh fuel assemblies for a total of 500 assemblies. Each assembly contains a maximum of 200 kg of U and 9 kg of U-235.

Request #1 is an exemption from receipt radiation surveys of the packages at Westinghouse.

The RA Fissile Class I containers will be properly packaged, surveyed and necured on the trailers by GE personnel prior to shipment from Wilmington, NC. Upon receipt by Westinghouse in Columbia, SC, the shipment will be visually inspected for package and tamper-safe seal integrity.

Request #2 is an exception from the Westinghouse FNMCP section 6.2.1(a).5 to perforrling an item count upon receipt. This exception is based upon the provision that each flatbed shipment has been tamper-safe sealed by GE prior to shipment, and l

these seals shall be visually inspected by us to assure integrity of the seal and that the sea! number is correct. There are no plans to open the RA's at the Westinghouse facility.

i Request 3 is an exemption from Uranium Physicai Inventory requirements. If any of these shipments are in our Material Balance Area (MBA) at the time of Uranium Physical inventory, we request an exemption to the Westinghouse FNMCP section 5.2.2 and 5.2.3 for permirsion to inventory these containers based upon inspection of tamper-safe seal integrity. The seals physical integrity and seal number will be ir.spected and used as the basis for acceptance.

i Our plans are that the materials will be received and subsequently shipped. No handling, unloading or repa': king will be performed by Westinghouse. Therefore, the measurements used will be the values established and communicated by GE. There l

will be no impact on our Material Control & Accounting (MC&A) program because the receipts and shipment values will not change.
