Dear Mr. Tuetken: ' SUBJECT: ROUTINE RADIATION PROTECTION INSPECTION AT ZION NUCLEAR GENERATING ' STATION This refers to the routine safety inspection conducted by Mr. P. L. Louden, Mr. T. J. Kozak, and Mr. C. R. Cox of this office on November 15 through 19, 1993. The inspection included a review of authorized activities for your Zion- facility. At the conclusion of the inspection, the findings were discussed ! with those members of your staff identified in the enclosed report. Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of a selective examination of procedures and representative records, interviews with personnel, and observation of activities in progress. Radiation surveys conducted after the recent shutdown within the Unit 1 . missile barrier revealed that dose rates in this area were much higher than expected. No specific problem which caused the higher dose rates was identified. However, your staff indicated'that you were still-learning what- the optimum shutdown parameters were to ensure that the. crud burst created during early boration was removed as quickly as possible to minimize the , ' settling out of radioisotopes which could increase general area dose rates. We encourage you to continue your review of the shutdown process such.that you - determine the parameters which would result in the best radiological conditions during subsequent outages. We also encourage you to review your work scope inside the Unit 1 missile barrier for this outage to ensure'the , work is completed under the best possible radiological conditions. , We also noted during this inspection that your dose equalization policy

resulted in several cases of work not being performed as efficiently .as possible, which resulted in additional dose to workers. Although no regulatory requirements were of concern with this issue, we recommend that you

review your policy in anticipation of implementing the revised 10 CFR Part 20 ' on January 1, 1994. The' revised Part 20 is more specific in its requirement- . to maintain occupational doses as-low-as reasonably achievable (ALARA) than -j currently exists. - i 9312090095 931201 ! -{DR ADOCK 05000295- hh .!
