' Gentlemen:

.By facsimile.on June 1, 1990, Advanced Nuclear Fuels Corporation (ANF) submitted y"

for. comment a-letter dated May 31, 1990, outlining proposed bioassay action levels and a. routine urinalysis frequency for workers exposed to soluble uranium.

'In the. letter,-you proposed a' monthly frequency for urine sampling and' action levels of 8 and 17 micrograms per liter.

Workers exhibiting a urine concentration =in excess of.8 micrograms uranium per liter would be required to submit additional samples until such time as!the concentration is below the s.

action level..' Based on the evaluation, worker restriction may be considered.

Ifs an' urinalysis result showed a-concentration exceeding 17 micrograms uranium

per liter, the worker would not be permitted to work in contaminated areas until J

-a subsequent analysis.showed a concentration below 8 micrograms uranium per l i te r.-

.We.do not. agree with'your conclusion'that the 8. micrograms perfliter action Elevel in combination-with'a monthly. urinalysis frequency is conservative.

As you;have. stated,-35) days-after.an acute intake of approximately 9.6 milligrams w'

of soluble = uranium, ithe' calculated concentration of urinary uranium -is 8 micro--

' cgrams:per liter.. According to' 10 CFR'20.103(a)(2), exposures Lof individuals to-t soluble uranium shall not exceed 40 MPC-hours.

This. limit is based on the chemical' toxicity of soluble uranium and equates,to a weekly intake' limit 1of l9.6Tmilligrams offuranium.. - Furthermore,,1f; an individual's exposure to: soluble

+

y

-uranium should exceed 9.6. milligrams, such exposure must_be reported' ins accordanceLwith the. requirements oft 20.405 and 20.409 of 10 CFR-Part 20.

We

~

ifind the: proposed 8 micrograms per liter.to be comparable with~ the weekly intake -

limit'and,1therefore, inappropriate:

below regulatoryslimits.

Moreover, action levels should be set:well l

' In addition we.do-not agree;with the-monthly urinalysis: frequency. ' Bioassay-programs,should be: designed'to support the air sampling program.

Urine sampling'and analysis should be performed at;a sufficient' frequency-to confirm.-

air sampling measurements and to assist in the assessment of exposures when these measurements are lacking or questionable.

Enclosed for your review is a

' comparison of the more acceptable bioassay programs at several other fuel cycle facilities.
