The Nuclear Regulatory Comission (NRC) received an allegation regarding DEL-VAL Fastener Manufacturing Co., Inc. (DV) of Ivyland, 4

Pennsylvania and their use of an allegedly fraudulent ASME Quality.

Haterials)No.456230, was transmitted to NRC by a copy of a letter dated June'6, 1990 from the' Manager, Accreditation of ASME to DV. The i,

ASME transmittal stated, "Since the ASME does not issue Certificates JL without~an address. numbered with six digits and valid for ten (10) f,

INSPECTION FINDINGS AND OTHER COMMENTS:

lf The NRC inspectors met with Mr. Al DiPatrizio, president and owner of-LT DV on August 22, 1990 at the'DV facility in Ivyland, Pennsylvania..

- Mr. DiPatrizio explained to the NRC' inspectors that DV is a specialty p'.

. fastener machining facility;that supplies process equipment inanufac-i i;i.

turers, steel plants,. chemical and petrochemical plants, fastener distributors, defense contractors, and antique car manufacturers. The

.NRC' inspectors were shown examples'of fasteners manufactured by DV for defense-con'cractors and used in. military tanks and helicopters. The.

-. president provided the NRC inspectors a copy of a letter from ASME i',

-dated September 15. 1987 advising that the symbol "DV" had been prop-

The NRC inspectors reviewed with the DV president their prior customers to determine if DV had supplied nuclear safety-related 1

. items or services. The President provided a list of customers and recent purchase orders (PO) for review by the NRC inspectors.

The review did not reveal any potential customers of or any orders;for nuclear safety-related items or services. When asked by the NRC inspectors if DV had received or processed an" P0s for j

"a" items or services for the nuclear industry, Mr. DiPatriz.o stated 1,

that DV had not.

Mr. DiPatrizio.was shown a photo copy of ASME QSC No. 456230 1

and asked >f he had ever seen the document. He ex)lained that he 4

4 had seen the document and further explained that tie ASME QSC was t

- fabricated by himself and two salesmen, as something of a joke to see how;it.would look. He~added that the ASME QSC was never Lintended to be used -to obtain P0s for nuclear safety-related l

. items;or services and-that it was not used or displayed in any

capacity by himself or anyone else at DV. He stated that the

-ASME QSC had:been kept in his briefcase on the conference room a

table' sin'ce-the: time it was fabricated and that it should have.

never left his office or briefcase. Mr.:DiPatrizio acknowledged receipt of ASME's letter of June 6,1990 which states, "You are-4 hereby advised to! discontinue use of this document and upon receipt:of this letter so advise us of your action to remove this document from your facility." As of August 22, 1990. Mr.
