GENERIC LETTER TO OWNERS OF BWR PLANTS WITH MARK I CONTAINMENTS ADDRESSING ISSUES RAISED BY FORMER GENERAL ELECTRIC EMPLOYEE.

Your June 21, 1982 memo on this subject requested that a list of issues based on Mr. Humphrey's Mark III concerns be transmitted to owners of Mark I Plants. However, we could find no appropriate existing OMB clearance for operating reactors under which to request this information from the liccnsees.
As an alternate approach R. Logue, Chairman of the BWR Owner's Group was contracted and it was his opinion the Owners Group would be responsive to addressing these issues. As a result we have sent them the enclosed letter requesting a response within 14 days.
If there is still a need to have these issues formally addressed on each operating reactor Docket, OMB clearance will have to be obtained.
If this is the case, then it would be the responsibility of the Containment Systems Branch to obtain this clearance, since it is the originating source of this request. Once the clearance has been obtained, we will issue a generic letter to all the appropriate licensees.
