PROPOSED RULE FOR PROTECTION AGAINST MALEVOLENT USE OF VEHICLES AT NUCLEAR POWER PLANTS On November 4,1993, the Commission published in the Federal Reaister (58 FR 58804 to 58807) proposed amendments to 10 CFR Part 73 that would modify the design basis threat for radiological sabotage to include use of a land vehicle by adversaries.
The Federal Reaister notice refers to a draft regulatory guide prepared by the staff that contains preliminary information for licensees on initial assessments of protective measures against vehicle intrusions and approaches to assess whether the Commission's design goals and criteria are met by measures taken to protect against vehicle intrusion. The Commission's Office of Nuclear Regulatory Research is in the process of publishing this proposed guide.
A preliminary version of the draft guide was included as Enclosure 8 to SECY-93-270, " Proposed Amendments to 10 CFR Part 73 to Protect Against Malevolent Use of Vehicles at Nuclear Power Plants," September 29, 1993.
SECY-93-270 is available in the public document room.
To facilitate any comments you may have on the proposed rulemaking package, enclosed is Safeguards Information that is referenced in the preliminary draft guide.
It provides the proposed characteristics of the design basis vehicle (forwarded to you earlier), guidance for barrier design, and guidance for blast analysis.
When the draft guide is formally issued, it will be forwarded to licensees through normal distribution without the enclosed Safeguards Information.
The Safeguards Information will be updated and forwarded to licensees after publication of any final rulemaking, if necessary.
