Enclosed is an application for an export license (XSNM02783), recently received by the Nuclear Regulatory Commission, for the export of low-enriched uranium for use as reload fuel for Takahama Unit No. 2, in Japan. Assurances from the Government of Japan are required that the material will be subject to all of the terms and conditions of an agreement for cooperation.

Your assistance in obtaining the necessary assurances will be appreciated.

Please note that the material is of Canadian origin.

Please find enclosed our application for license to export slightly enriched UF6. This material will be used for the fabrication of fuel assemb1ies and ultimately loaded into Ohi Takahama No. 2 (Region 19) owned by The Kansai Electric Power Co.,

Inc.

The contract for the uranium enriching services with the U.S.

Department of Energy is DE-SC05-84UE/JA203.

Please note that the The feed material is supplied by Canada.

The relevant enriched UF6 will be delivered to the U.S.

D.O.E.

Portsmouth Enrichment Plant in Piketon, Ohio. After being exported to Japan, it will be converted to UO2 powder, pelletized and fabricated into fuel assemblies by Mitsubishi Nuclear Fuel Co.,

Ltd.

As to the validity of the export licence, we wish to have a two year period from the date of issuance.

With regard to sampling, we request that Two(2) P-10 tube samples be taken from each parent cylinder. These sarples should be delivered to Mitsubishi International Corporation c/o Teledyne Isotope Inc., for independent analysis. We also request that E.R. Johnson Associates witness the weighing, sacpling and loading operation.
