COMBINED NRC INSPECTION REPORT NOS. 50-245/93-28,
50-336/93-23, AND 50-423/93-25
This letter transmits the findings of the special safety inspection on the operator training
program, conducted by Messrs. J. H. Williams and S. L. Hansell of this office from
October 4-8,1993, at the Millstone Training Center, Waterford, CT., and by Mr. Williams
from November 1-4,1993, in the Region I Office. The licensed operator training program is
directly related to the safe operation of the plant. At the conclusion of the inspection, the
findings were discussed with those members of your staff identified in the enclosed report.

The inspection consisted of observations and reviews of a facility administered licensed
operator requalification annual examination and review of open items and facility-
,
commitments associated with requalification training. The inspection also addresses the
corrective actions described in your letter dated October 19,1993, " Response to a Notice of
Civil Penalty."
We found that the examination and evaluations administered by your staff to licensed
operators are conducive to safe plant operations. The report concludes that you now have
high standards of performance in place and are implementing them.
A number of facility commitments and open items were found to be satisfied and were closed

in this report. The report also identifies commitments and other items still open at this time.
Further correspondence on the restoration of the requalification training program to
satisfactory status is forthcoming.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and
the enclosed report will be placed in the NRC Public Document Room.
