Dear Mr.-Thorne:
Enclosed is a letter date October 23,1990 from Westinghouse Electric Corporation regarding their export license application XCOM1040 for the export of 20,000 mechanical plugs to Greifswald, Germany for installation in the steam generators
~ f the NORD 1, 2, 3 and 4 nuclear power reactors. The original application was-o forwarded to you on May 10, 1990.
Westinghouse is requesting the U.S. Government determination as to whether the mechanical plugs.can now be exported under "...the NRC General License 110.26(a)-
-inasmuch as East Germany was reunified with West Germany on October 3 and is now considered to be the Federal Republic of Germany."
We would appreciate your - views on this request-at 'your. ecr11est possible l
convenience. 'In particular, we would like your views as to whether the German
' unification act has the effect claimed by Westinghouse. We would also appreciate

your advice as to the correct name of the unified Germany.
