KCornell TRehm I am pleased to respond to your letter dated June 7,1982, to Mr. W. Dircks discussing the licensing of an Advanced PWR ( APWR) design. Your letter has been referred to me for reply.

i The near term schedule and overall licensing program proposed in your letter have been reviewed by the staff. Staff resources are available to support the near term review sessions that were discussed in that letter.

We note that the format of your proposed review sessions will undoubtedly evolve during the review process and may need to be nodified. Our initial view is the staff could not issue partial safety evaluation reports at the conclusion of each review session as you have requested. The staff could, however, document the minutes of each session, including all agreements and commitments made. This would thus facilitate the assembling of the parts into an SER at the appropriate time. We trust that you will find this method of documentation suitable for your purposes.

We would be pleased to meet with you, at your convenience, to discuss the framework and specific schedule that you propose for this effort.

Because the formal staff review would not be initiated until the application for a PDA is received, the staff would likely not issue an official partial safety evaluation report at the conclusion of each review session. The staff could, however, docunent, for your futum use, the minutes of each session, including all agreements and consnitments made. This would thus facilitate the assembling of the parts into an SER at the appropriate time.

We trust that you will find this method of documentation suitable for your purposes.
