DOCKETS 50-266 AND 50-301 ENVIRONMENTAL OUALIFICATION PROGRAM FOR REGULATORY GUIDE 1.97 INSTRUMENTS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On May 10, 1988, Gamma-Metrics issued a 10CFR Part 21 notification stating that, due to manufacturing problems, leaks may exist in the solder joints of either the detector assembly cable or the in-containment cable of their environmentally qualified Neutron Flux Monitor-Systems.

One channel of this system is installed in each unit at Point Beach.

In a letter to you dated June 22, 1990-(Ref. VPNPD-90-306/NRC-90-063), we notified you that since qualified test procedures, hardware fix kits, and installation procedures were still not available from Gamma-Metrics, we were proceeding with the' leak testing of our systems during each Unit's 1990 refueling outage.

The letter also stated that during the Spring 1990. refueling outage, the Unit 1 system was pressure tested.

It was determined by the test that both the.in-containment cable and the detector assembly's cable had leaks.

Both of the defective components were replaced.

The Unit 1 system has now been certified to be environmentally qualified by Gamma-Metrics.

During the Fall 1990 refueling outage, a Gamma-Metrics field service representative pressure tested our Unit 2 neutron flux monitor system cables.

Again it was-found that both the in-containment cable and'the-d6tector assembly's cable had leaks.

Both components were replaced and a final pressure test was performed' satisfactorily.

As a result, the Unit 2 system has

~ also been certified to be environmentally qualified by Gamma-Metrics.

o Document Control Desk Oc*ober 30, 1990 Page 2 Testing and all necessary repairs are now complete at the Point Beach Nuclear Plant in regards to the 10CFR Part 21 notification issued by Gamma-Metrics on potential leaks in the cables of their neutron flux monitor systems.

The justification for continued operation provided with our August 9, 1988 letter (Ref. VPNPD 411/NRC-88-073) is no longer necessary for either Unit at Point Beach.

With the resolution of the 10CFR Part 21 notification by Gamma-Metrics, and the certification of qualification of our neutron flux monitor systems, we believe that Point Beach Nuclear Plant, Units 1 and 2, now fully conforms to the requirements of 10CFR 50.49 and our environmental qualification commitments to meet Regulatory Guide 1.97, Revision 2.
