SUBJECT:
SUttiARY OF MEETING REGARDING COLD LICENSE OPERATOR TRAINING PROGRAM A meeting was held with the applicant on July 20, 1982 in Bethesda, Maryland. The purpose of the meeting was to discuss the applicant's Cold License Operator Training Program. The meeting attendees are listed in Enclosure 1.
The meeting is sumarized as follows.
Summary The applicant stated that the purpose of the Cold License Operator Training Program, as discussed in Section 13.2 of the Shearon Harris FSAR, is to ensure that opera' tors are provided sufficient formal and on-the-job training to meet o'r exceed the requirements of 10 CFR Part
- 55. Training of the initial,SR0 candidates will start in August 1982.
The first group of SR0 candidates will include previously licensed operators (on other facilities) and candidates with navy nuclear ex-perience. For those candidat~es which have neither of the above, the applicant will submit profiles to the Operator Licensing Branch for coment regarding confonnancs with experience requirements for such candidates.
The Cold License Training Program will consist of about 52 weeks of training in the following seven phases; theory, systems, on-the-job training, simulator preparatory, simulator, review and audit, and pre-paratory license review. Candidates will also receive training in other areas,suchasthefirebriga;de,emergencyplanandsecurity.
The Shearon Harris simulator'will be used for cold licensed training and has beer used for training operators for other Westinghouse plants.
The design of the simulator i~s not identical to the current Harris plant design because of design evolutions since the simulator was built. The applicant does plan on upgrading the simulator to match the reference plant design. The applicant stated that it will submit a letter to the NRC regarding' its plans for upgrading. The applicant also stated that the simulator software will comply with the require-mentsofRegulatoryGuide1.ll49andANSI/ANS3.5.

... The applicant informed us that it plans to amend Section 13.2 of the FSAR shortly to reflect some minor updates to the training program.
At the conclusion of the meeting, we stated that we had no problem with how the applicant's training program is being implemented.
