CONFIRMATORY ACTION LETTER (CAL)
By letter dated November 19, 1993, NRC conf-med a comitment made by Omaha Public Power District during a telephone conversation between Terry L.
Patterson, Division Manager, Nuclear Operations, and T. P. Gwynn, Deputy Directer, Division of Reactor Projects, on November 19, 1993.
During this conversation, you comitted that Fort Calhoun Station would not proceed beyond operational % 3 until you met with the NRC staff to review the results of your efforts to i entify and correct the condition that was causing unexpected d
movement of controi element assemblies and the NRC staff was satisfied with your innediate correJive actions.
On November 22, 1993, you and members of your staff met with members of the NRC staff in an open public meeting conducted at the Fort Calhoun Station to discuss your findings relative to the causes of the unexpected movement of control element assemblies ad the immediate corrective actions to prevent recurrence of this problem.
Based on the information presented at this meeting and the findings of an NRC Augmented Inspection Team, I determined that you satisfied the commitments docume'.ad in the CAL and that operations beyond operational Mode 3 could proceed.
fhis decision was verbally comunicated to you on November 22, 1993.
Pursuant to Section 182 of the Atomic Energy Act. 42 U.S.C. 2232, and 10 CFR 2.204, you are required to notify me imediately if your understanding differs from that set forth above.
