Dear Mr. DeLaBarre:

Attached is a letter from Westinghouse Electric Corporation, dated November 3,1993 requesting an amendment to export license XSNM01719 to: 1) extend the expiration date from 31 January 1995 to 21 June 2014; 2) change licensee address to Westinghouse Electric Corporation, Energy Systems Business Unit, Northern Pike & Haymaker Road, EC-West Bay 248, Monroeville, PA 15146;3) change ultimate consingee to Taiwan Power Company 242 Roosevelt Road, Section 3, Taipei, Taiwan, Lungmen Nuclear Power Plants Units 1 and 2; 4) increase quantity of material authorized for export for the initial core loading and five (5) reloads for each unit from 312,000 kilograms uranium /12,480 kilograms uranium-235 to 500,000 kilograms uranium /25,000 kilograms uranium-235 (an increase of 188,000 kilograms uranium /12,520 kilograms uranium-235).

Of this material 309,000 kilograms uranium /15,450 kilograms uranium-235 are to cover the five (5) reloads for each unit; 5) increase enrichment from 4 weight percent maximum to 5 weight percent maximum; and 6) authorize export of byproduct material contained in eight (8) excore neutron sourcos, each of which contain less than 3004 grams of Californium-252 (0.019 curies).

Assurances from the Goverrment of Taiwan are required that the proposed license amendment is subject to all of the terms and conditions of an agreement for cooperation.

Change the ' Description of Materials or Facilitics" section to read as follows:

ne licensec is authorized to export 500,000 kilograms of uranium containing 25,000 kilograms of Uranium-235 as natural uranium and uranium enriched to 5.0 w/o maximum in the form of fabricated fuel assemblics. This quantity will provide fuel for the initial core loadings (191,000 kilograms uranium /9,550 kilograms Uranium-235) and five (5) reload regions for each reactor (309,000 kilograms uranium /15,450 kilograms Uranium-235).

The licensee is also authorized to export the by-product material contained in eight (8) neutron sources, each of which contains less than 300 pgrams of Californium-252 (0.019 curies).

i A check for $3,300 is enclosed to cover this amendment request. It would be appreciated if NRC could expedite the issuance of this license.
