' including: no migration petitions, delisting, and treatment and storage for.

' decay., This project is expected to be completed by the Spring of 1991. After

'the' introductory comments, ORNL reported on the status of work on Task 1 -

1.~Where current data exist, an effort should be made to go beyond survey a

case study of one or. more mixed waste surveys.-

'Recentisurveys by the States of California'and New York may. serve as good s

candidates for this purpose. This.exercis'e would consider aspects, such

.as,4the relationship between. survey data and findings in. survey reports, J

tand whether or not the data could be used in the national profile. This exercise is expected to provide valuable " lessons learned" for any future y,

survey.

2. Waste oil should be considered a hazardous waste regulated under the y

Resource Conservation and Recovery Act (RCRA) for the purpose.of developing the national profile. Therefore. the profile should consider i

u waste oil contaminated with low-level radiractive waste as a mixed waste.

However,. polychlorinated biphenyls (PCBs) are regulated under the Toxic Substances Control Act (TSCA). As such, low-level waste mixed with PCBs would not meet the NRC-EPA definition of mixed waste. The survey form should be developed in a manner that if a respondent includes these types of wastes in their estimates, they are identified as such.

3. If'the recommendation in Task 2 is to conduct a mixed waste survey, supplementary information should be provided that clearly defines mixed E

weste. -This information will assist survey respondent in accurately

completing the mixed waste questionnaire.

4. Unreported sources of mixed waste that could add significant volumes of mixed waste and thus impact disposal capacity should be considered in Task 1.

Decommissioning.and RCRA Corrective Action Sites are examples of other potential sources of mixed waste that'should be considered. The findings

in this area should'be treated separately and provide insight on the

-potential volumes of mixed waste that may presently be unreported.

5. 'If the collection of additional information is necessary, NRC and EPA l

will seek outside peer review of the " Data Collection and Analysis Plan" E

l and the " Mixed Waste Survey Questionnaire". Selected organizations that have conducted mixed waste surveys' in.the past and potential users -of the mixed waste profile will be invited to participate in this peer review.

collection of-information was the final item discussed in this meeting. The Edecision of whether or not to collect additional information has not been made, a

Oniday two of this. meeting, the discussion focused on' alternative approaches for framing a mixed waste survey.

Representatives from NRC, EPA and ORNL participatediin this session. ORNL provided a " Draft Sampling and Estimation Strategy for the National Profile on Commercially Generated Low-Level Radioactive Mixed Waste". NRC provided information-on NRC and Agreement State

.i Llicensees. After considerable discussion, the following points emerged; j

1. The survey population should be limiced to those licensees who j

currently dispose of low-level waste in one or more of the three commercial low-level waste disposal facilities. This approach assumes, that the mixed waste generators are a subset of licensees who currently dispose of low-level waste. This population of low-level waste generators would be stratified and sampled to identify the target population for the mixed waste survey. For example, the population might be stratified by State type of. facility (e.g., utility, industrial, medical and academic, etc.),or perhaps by size.

2. The survey strategy would seek to employ procedures to achieve high data quality and a 100 percent response rate.

The next Committee meeting will be scheduled in late November, after the completion of Task 1.
