Dear Mr. MacDonald:

This letter is in response toyours dated May 27, 1982 regarding the cask identified in Docket No. 71-9079.

All information submitted to you on February 18, 1982 regarding US Ecology's request to be added as an authorized user and the addition of US Ecology's "as built" drawings for the 9079 may be placed in the public document room.

Please find enclosed copies of the revised "as built" drawings for the cask identified in Certificate of Compliance No. 9079.

These drawings have been revised, since those submitted on February 18 contained several drawing options not utilized on US Ecology's casks and minor drawing errors.

As requested, the differences between US Ecology's "as built" drawings, SK-193 Sheets 1 and 2 Rev. A and those currently referenced in the Certificate of Compliance are as follows:

The cask plate work is fabricated f rom ASTM-A-516, Grade 70 carbon steel.

2.

Items that were listed as " optional" in the C cf C and the referenced drawings which are included on our casks are as follows:

the orientation pins, stainless steel interior cavity.

and drain plug location.

3.

Options deleted were the security wires and the lanyards for liftina lug covers and ratchett binders.

The drain plug as originally designed has been changed to that currently shown on US Ecology's drawing No. SK-193.

The original drain plug configurations provided a drilled hole penetrating through one of the two inch plates and halfway through the second two inch plate. The loss of material through this hole represents a potential shielding problem in the area directly below the cask.

Secondly, the drain plug is positioned directly along the corner or edge of the cask bottom. This area is susceptible to damage during handling and accident conditions. Therefore, the drain plug configuration shown on SK-193 utilizes a hole only partially through che inner two inch plate, intercepting a lateral hole that penetrates through the 7/8 inch thick inner skin. As can be seen, the pipe penetrates through to the inner two inch steel plate.

This brings the penetration and plug to an area well protected by way of the two inch plate and the external skin.

Therefore, this provides superior shielding and an improved location for the drain plug.

Enclosed is a copy of Nuclear Packaging, Inc.'s letter of March 1, 1982, whereby the units have been certified as meeting all requirements of design and fabrication referenced in the Certificate of Compliance No. 9079.
