This letter refers to the announced inspection of your radiation safety and emergency

i

preparedness programs that was conducted by Mr. Stephen Holmes of this office on

November 8-10,1993, of activities authorized by NRC License No. R-80 at the Cornell

,

University TRIGA Research Reactor. Discussions of our findings were held by Mr. Holmes

with Dr. Cady and other members of your staff at the conclusion of this inspection on

November 10, 1993.

Areas reviewed during this inspection are important to public health and safety and are

described in the enclosed inspection report. The areas examined included implementation of

your emergency plan, procedures, facilities and equipment, and required drills. The

examiaation of your radiation safety program focused on staffing, radiation monitoring

equipment, surveys, training, personnel dosimetry, signs and postings. Within these areas,

the inspection consisted of selective examinations of procedures and representative records,

interviews with personnel, and observations by the inspector.

The Emergency plan and the radiation protection programs were being implemented in a

manner that protects public health and safety. However, as discussed in the enclosed

,

inspection report, the delineation of the health physics responsibilities for the reactor

'

operation and campus radiation protection organizations still needs to be formalized. While

no safety concerns or violations of regulatory requirements were identified, and no reply to

'

this letter is required, we would appreciate being kept abreast of your progress in this matter.
