CLINCH RIVER BREEDER REACTOR PLANT REPORT:
REQUEST FOR AUTHORIZATION UNDER 10 CFR Sec. 50.12 TO CONDUCT CERTAIN SITE PREPARATION ACTIVITIES The en losed report has been prepared for your use in considering the merits of the Clinch River Breeder Reactor Plant (CRBRP) exemption request.
As you instructed, we are making no recommendations on the merits.
Our purpose is to identify the technical and policy issues raised by the request, to sumarize the relevant background information, and to sumarize the applicants' position.
The report addresses each of the various factors of 10 CFR 50.12 that you must consider and balance in reaching your decision.
For each factor we have sumarized the views of the applicants.
On certain environmental, legal, and cost issues discussed in the report we have included staff evaluations which present conclusions.
These are provided in ar: icipation of your desire to have such evaluations for consideration in reaching a decision on the exemption request.
We have been assisted in the preparation of this report by the Office of the General Counsel and members of NRR's CRBR Program Office, supplement-ed by individual experts from other staff offices.
