" Alteration of Radiographs of Welds in Piping Subassemblies" Shoreham Nuclear Power Station - Unit 1 Docket No. 50-322

Dear Sir:

The subject NRC Bulletin describes alterations that were found in certain radiographs of twenty-one (21) shop welds in piping sub-assemblies supplied to WPPSS-3 by Associated Piping & Engineering Corporation (AP&E).

The alterations consisted of artificial enhancement of the ASME Code specified penetrometer 4T-Hole image of radiographs associated with quality Class 1 stainless steel piping of less than 1/2 inch wall thickness.

Re-examination of the welds in question revealed no evidence of unacceptable weld quality.

Bulletin 82-01 required that all radiographs of shop welds in Class 1 and 2 piping subassemblies be reviewed to assure that the radiographs were unaltered and that the quality of the welds was acceptable.

Revision 1 of the subject IE Bulletin issued on May 7, 1982 required that a "one hundred percent review of radiograph sets representing the welds associated with pipe wall thickness less h$O6[

than 1/2 inch and shop fabricated quality Class 1 and 2 subassem-blies provided by AP&E" be conducted.

A review of piping provid-ed to Shoreham from AP&E has revealed that no piping with wall thicknesses less than 1/2 inch have been supplied to Shoreham.

LILCO had, however, commenced its review of radiographs for shop welds in all piping supplied by AP&E prior to receipt of Revision 1 to the Bulletin.

As a result, radiographs for piping with wall thicknesses greater than 1/2 inch had already been reviewed.

Our complete review of radiographs for all Class 1 and 2 piping shop welds from AP&E shows no evidence of alterations to penetrometer 8207280125 820721 PDR ADOCK 05000322 i

F SNRC-735 July 21, 1982 Page Two sensitivity or apparent enhancement of the radiographic film in any manner.

Therefore, the situation described in the Bulletin and its revision has not occurred in piping subassemblies supplied to Shoreham from AP&E.

During the course of our review, we noted a potential concern with the sensitivity and densities of some of the radiographic film with respect to recent interpretations of ASME III Code requirements.

It is important to note that the piping supplied to Shoreham from AP&E was fabricated to ANSI B31.7 and not ASME III.

These concerns occurred in six-inch (6") diameter fitting to pipe welds with wall thicknesses greater than 1/2 inch and were the result of difficulties which are normally encountered when radiographing welds with differing wall thicknesses and difficult physical configurations.

A detailed review of these radiographs, however, indicates that there are no indications which could have been misinterpreted as a result of this sensitivity / density concern.

This fact has been further substantiated as a result of successful completion of ultrasonic examinations of these welds.

We have, therefore, concluded that the quality of the welds described above is accep-table.

General Electric, Shoreham's supplier of the referenced piping from AP&E, has also reviewed this matter and agrees that the quality of the welds is acceptable.

Further, they have indicated that the requirements of ANSI B31.7 have been met in accordance with the appropriate purchase order for this piping.
