Calvert Cliffs Nuclear Power Plant Unit Nos.1 & 2; Docket Nos. 50-317 & 50-318 Request for Amendment Gentlemen:
Baltimore Gas and Electric Company hereby requests an Amendment for Operating Licenses DPR-53 & DPR-69, for Calvert Cliffs Unit Nos.1 & 2, respectively, with the submittal of the enclosed proposed change to the Technical Specifications.
PROPOSED CHANGE (BG&E FCR 82-121)
Incorporate revised Technical Specification 3.6.5.1 as shown on the attached marked-up sheet 3/4 6-26 for Unit Nos. I and 2.
DISCUSSION AND JUSTIFICATION l
As stated in a previous letter to the NRC from A. E. Lundvall, Jr., to H. R. Denton dated October 16,1981, "(b)eing that each Hydrogen Analyzer will be replaced separately and only one analyzer will be out of service at any given time, no adverse safety hazards would result to the public or to the plant. The primary function of the hydrogen analyzers is to monitor the containment atmosphere for hydrogen following a Loss of Coolant Incident (LOCI); each analyzer has the capability to monitor samples from either containment."
This statement is still true.
The extension of the date currently in the Technical Specifications is required due to an unforseen delay in receipt of parts which has delayed testing of the system to establish operability of the analyzer channel.
Since the redundant channel will be available to sample either containment following an accident, the margin of safety in the bases for the Final Safety Analysis Report and the Technical Specifications will not be reduced.

_4 Completion of testing and declaration of operability of the second analyzer channel will invalidate the applicability of the note, so the extension will only be in effect until the channel is operable following modification.
SAFETY COMMITTEE REVIEW This proposed change to the Technical Specifications has been reviewed by our Plant Operations and Safety and Off-Site Safety Review Committees, and they have concluded that implementation of this change will not result in an undue risk to the health and safety of the public.
FEE DETERMINATION We have determined, pursuant to 10 CFR Part 170, Paragraph 170.22, that this Amendment request consists of Class 111 and I amendment for Calvert Cliffs Unit No.1 &
2, respectively, and accordingly, we are including BG&E Check No. B065686 in the amount of $4,400.00 to cover the fee for this request.
