NRC STAFF MOTION TO SUPPLEMENT THE WITNESS PANEL ON CONTENTION SC 3/ SOC 8 The NRC Staff's prefiled direct testimony on SC 3/ SOC 8, related to detection of inadequate core cooling, was prepared and sponsored by Summer B. Sun. However, after reviewing the testimony filed by all parties on this contention, and in view of the Board's guidance on witness panels of June 2, 1982 (Tr. 3136-3140), the Staff requests the Board's leave to supplement the Staff witness panel on SC 3/ SOC 8.

The Staff proposes adding Mr. Lawrence E. Phillips and Mr. Marvin W. Hodges to assist Mr. Sun on this contention. Statements of professional qualifications for Mr. Phillips and Mr. Hodges are attached.

Mr. Phillips is the Section Leader of the Thermal-Hydraulics Section of the Core Performance Branch, Division of Systems Integra*. ion.

Mr. Phillips' section is ultimately responsible for the Staff position on detection of inadequate core cooling. Mr. Phillips actively participated in the preparation of the testimony filed and is thoroughly familiar with DESIcnM F.D ORIGINAL h#

-b 9 t its contents. He will bring to the hearing a wider knowledge of the issues raised in the testimony - particularly the many policy level issues which form the heart of the contention.

As the Board and Parties know, Mr. Hodges is a Section Leader in the Reactor Systems Branch of the Division of Systems Integration.

Mr. Hodges is an expert in systems evaluation and will be able to address questions involving level instrumentation and detection of inadequate core cooling in a systems context. Furthermore, Mr. Hodges' experience as a witness on Contention 7B will enable him to relate the two contentions.

In sum, the Staff believes that the supplemented witness panel will bring more experience and more diverse expertise to the hearing, and will greatly help to insure satisfactory testimony and a complete record.

PROFESSIONAL QUALIFICATIONS I am employed as a Section Leader of the Thermal-Hydraulics Section in the Core Performance Branch of DSI.

I graduated from the University of Cincinnati with a Chemical Engineering degree in 1954. After serving two years as an officer in the United States Army, I have been continuously employed in the nuclear engineering profession since January 1957.

I received a M.S. degree with nuclear physics major from Union College of Schenectady, New York, in 1961.

I am a registered Professional Engineer, Certificate #E-026547, in the state of Ohio.

In my present work assignment at the NRC, I have supervisory responsibility for the review of the reactor core thermal-hydraulic design submitted in all reactor construction permit and operating license applications.

In addition, my section participates in the review of analytical models used in the licensing evaluation of the core thermal-hydraulic behavior under various operating and postulated accident transient conditions, and in the review of instrumentation capability to monitor core thermal hydraulic performance to assure that operating conditions are maintained within limits which have been shown to be safe by analysis. The latter responsibility includes technical review of the functional requirements for core monitoring systems to provide capability for detection and response to inadequate core cooling conditions. My section is also responsible for the review of loose parts monitoring systems and evaluation of safety implications of loose parts in operating reactors.

Prior to joining the NRC staff in December 1974, I was employed by NAI Corporation as a Senior Associate.

In this capacity, I was responsible for the development and application of computer codes for analysis of nuclear reactor cores.

I acted as a consultant to nuclear operating utilities in the use of these codes for analysis of their operation, and in the solution of general nuclear engineering problems. My experience included the development, design, and implementation of on-line data acquisition and processing systems for performance monitoring of nuclear power plants. My tenure at NAI was from 1967 through 1974.

From 1962 to 1967, I was employed by Allis Chalmers Mfg. Co. in their Nuclear Power Division. My assignments during that period included j

supervisory responsibility for the safety analyses and licensing of the Lacrosse Boiling Water Reactor.

From 1958 to 1962, I was employed by Alco Products where I was project manager for the design, development, and fabrication of heat exchange equipment for nuclear liquid metal projects.

Prior to that I was with the Nuclear Division of the Martin Company.

Marvin W. (Wayne) Hodoes Professional Qualifications Reactor Systems Branch Division of Systens Integration U. S. Nuclear Reoulatory Commission I am employed as a Section Leader in Section B of the Reactor Systems Branch, DSI.

I graduated from Auburn University with a Mechanical Engineering Degree in 1965.

I received a Master of Science degree in Mechanical Engineering from Auburn University in 1967.

In my present work assignment at the NRC, I supervise the work of 6 graduate engineers; my section is responsible for the review of primary and safety systems for BWRs.

I have ser,ved as principal reviewer in the area of boiling water reactor systems.

I have also participated in the review of analytical models use in the licensing evaluations of boiling water reactors and I have the technical revicu responsibility for many of the modifications and analyses being implemented on boiling water reactors post the Three Mile Island, Unit-2 accident.

As a camber of the Bulletin and Orders Task Force which was formed af ter the 1MI-2 accident, I was responsible for the review of the capability of SWR systems to cope with loss of feedwater transient and small break loss-of-coolant accidents.

I have also served at the NRC 'as a reviewer in the Analysis Branch of the NRC in the area of thermal-hydrulic performance of the reactor core.

I served as a consultant to.the RES representative to the program management group for the EWR Blowdown / Emergency Core Cooling Program.

Prior to joining the !;RC staff in March,1974, I was employed hy E.1. DuFont at the Savant.ah River Laboratory as a research engineer.

At SRL, I conducted hydraulic and heat transfer testing to support operation of the reactors at the Savanr.ah' River Plant.

1 also performed safety limit ca'1culations and rarticipated in the dEvelophent of ar.alytical models for use in transient ar.alyses at Savannah River.

My tenure at SRL was from June 1967 to March 1974 Trca Sepit-bar 1965 te June 1957, t.hile in graduate school, I taught courses in ther. adynamics, statics, mechanical engineering raasurements, corputer prograrr_ing and assit ted in a course in the history of engineering.

During the sure.:.er of 1966, I worked at the Savannah River Laboratory doing i.ydraulic testing.
