APPLICANT'S RESPONSE TO JOHN G. REED'S APPLICATION FOR ISSUANCE OF SUBPOENAS On July 15, 1982, intervenor John G. Reed filed with the Board an " Application for Issuance of Subpoenas," pursuant to 10 C.F.R. S 2.720(a).
Applicant Union Electric Company objects to this request.
Mr. Reed only recently filed his " Final Particularization I
of Reed's Contentions 1, 2 and 3,"
to which Applicant filed its response on July 14, 1982.
The Board has not yet had the oppor-tunity to consider or rule on these pleadings.
Thus, the issues which will be the subject of the Callaway Plant operating license proceeding on offsite emergency planning have not yet been defined.
Under such circumstances, it would be premature for the Board to issue any subpoenas requiring the attendance and testimony of witnesses, since the general relevance of the testimony or evidence sought by Mr. Reed cannot be ascertained at this time.
See 10 C.F.R. S 2.720 (a).

' Of course, if Mr. Reed finds it necessary or desireable to subpoena these witnesses at a later date, once the scope of the proceeding has been defined, he is free to make such a request.
At that juncture, the Board can determine whether Mr. Reed has established the relevance of the testimony or evidence sought and, hence, the appropriateness of Mr. Reed's request.
