Limiting Conditions for Operation - Standty Liquid Control System

Dear Sir:

Pursuant to Section 50.59 of the Commissions Rules and Regulations, Vermont Yankee Nuclear Power Corporation hereby proposes the following modifications to Appendix A of the Operating License.

Proposed Change:

Replace page 80 using the attached page. This page discusses the Limiting Conditions as relates to the operability of the Standby Liquid Control System.

Reason & Bases for Change:

The current Technical Specifications do not clearly specify the actions to be taken when the SLC tank concentration / volume limits are not met.

In accordance with the recornendations contained in Eeference (b), this proposed change is intended to clarify the LCO requirements as relates to SLC Tank requirements, and specify what actions will te taken when those requirec:ents a re no t n:e t.

The requirements dealing with Tank Concentration / Temperature have already teen administrative 1y applied to the station as a result of the problems described in Reference (b).

Safety Considerations:

This proposed change is administrative in nature and is intended only to clarify the actions that must be taken when certain parameters are not within established limits.

This proposed change has teen reviewed by the Vermont Yankee nuclear Safety Audit and Review Committee.
