TECHNICAL SPECIFICATIONS IMPROVEMENT PROGRAM p In your letter dated October 9,1990, you indicated that the industry thought that the process to review the new STS_was not working as well as expected.

The NRC staff's intention was to issue the new STS final draft, section by-section, and the NRC staff did issue the~ containment section for the three PWR owners groups. However, as the review progressed, the NRC staff saw the need
  1. y to integrate lessons learned from one-section into others. Therefore, the NRC l
staff has initiated the following adjustments to the review process to obtain final comments'from the industry.

The' NRC staff will proceed to issue the final draft for each owners group's l

L new STS, in.its entirety,-'in November The industry will have thirty days-l from receipt of the final draft to provide comments to the Technical L Specifications Branch (OTSB); Following their review, the owners groups should submit to the NRC staff a !l copy of each of the final draft new STS issued by the NRC staff marked up to j show the' exact wording the industry proposes. The owners groups should be j consistent among themselves-in the wording of. their proposed changes unless i i design differences make wording differences necessary. Additionally, the owners. groups should provide, separately,- the-technical justification for each of the proposed changes. l Industry is encouraged to discuss their comments with the NRC staff, during A .the thirty-day comment period, by-telephone or in meetings with the NPC staff.
